Police success in review of Camberley nightclub licence

Officers in Surrey Heath have been successful in bringing about changes to the opening hours and drinking conditions for the Camberley nightclub, Que Pasa following a hearing at Surrey Heath Borough Council this week (Monday, 18 June).
An application to review the licence was compiled by Surrey Heath Neighbourhood Commander, Inspector Martin Goodwin following numerous reports of crime and disorder at the premises linked to excessive drinking. The application detailed fifteen incidents at the club from November 2011 to May 2012 where police dealt with assaults, abusive behaviour, lack of door security at the club and intoxicated customers.
Inspector Goodwin said: "The sheer scale of anti-social behaviour as a direct result of excessive drinking is unacceptable which is why we took the decision to review the licence at Que Pasa. I hope this demonstrates to the licensed trade and the community that Surrey Police will take strong action against any premises acting irresponsibility. Officers will continue to work with partner organisations to tackle the issue and ensure Camberley is a safer and better town for everyone to enjoy."
In reviewing the evidence presented, the Sub-committee considered that the number of incidents taking place at Que Pasa was unacceptable and offends the crime and disorder objective of the Licensing Act 2003. The Sub-committee further agreed that the culture of late-night drinking at the venue was intrinsically linked to incidences of violence and disorder. It was therefore decided to modify the conditions of Que Pasa's Premises Licence as detailed below:
On Wednesday, Friday and Saturdays, the sale and supply of alcohol will end at 12.30am. All Regulated Entertainment will end at 12.30am. For the last half hour of entertainment (i.e. between 12.00am and 12.30am) sound levels shall be reduced by at least 20db and the tempo of the music shall be reduced to below 100 beats per minute. The premises will close at 01.00am.
On Monday, Tuesday, Thursday and Sunday, the sale and supply of alcohol will end at 12.00am. All Regulated Entertainment will end at 12.00am. For the last half hour of entertainment (i.e. between 11.30pm and 12.00am) sound levels shall be reduced by at least 20 db and the tempo of the music shall be reduced to below 100 beats per minute. The premises will close at 12.30am.
Customers will not be admitted within 1 hour of closing time.
In addition, the Sub-Committee imposed a condition that after 7.00pm all drinks served or supplied should be in polycarbonate/plastic vessels. All glassware supplied prior to 7.00pm must be collected and /or removed from public areas by 7.30pm.
Que Pasa has 21 days in which to appeal this decision during which time the premises can open as normal.
