Surrey Police has been operating test purchases at licensed premises in Surrey Heath.
Total Garage in Frimley Green Road, Frimley Green, was one of 11 test purchases carried out by Surrey Police at licensed premises across Surrey Heath.
The garage was the only premises which allowed the sale of a bottle of wine to a 16-year-old test purchaser.
The member of staff who made the sale on Wednesday (7 November) received an £80 fixed penalty notice.
Surrey Heath Borough Commander, detective inspector Martin Goodwin said: "This latest activity which saw one licensee selling alcohol to a 16-year-old is still one too many. It is imperative that all licence holders realise that it is their responsibility to ensure everyone working for them follows the letter of the law."
