Camberley Man Issued with Interim ASBO for Persistent Nuisance and Abusive Behaviour

Police in Camberley have been successful in obtaining an interim anti-social behaviour order (ASBO) against a 20-year-old man whose persistent nuisance and abusive behaviour has brought misery to the lives of staff, residents and visitors in the town.

The temporary order was obtained against Karl Reichmann of Victoria Court, Victoria Avenue, after the court heard that his ongoing anti-social behaviour in and around Camberley town centre had made a massive impact on the lives of residents and visitors, and in particular, a number of people who work in the town.
The order had been in place for just two days before Reichmann was arrested for breaching one of its conditions, not to associate with Shane Stephens in a public place, after police spotted the two of them together in The Avenue in Camberley around 3-20pm on September 2, for which he received a fine of over £200.
Surrey Heath Neighbourhood Inspector James Norbury said: "No sooner had we obtained the order, Reichmann was then caught breaching one of its conditions. An ASBO was our only option after receiving calls from the managers of both the Mall and the Atrium shopping centres who were experiencing incidents on a daily basis from Reichmann despite him receiving numerous letters banning him from the town centre.
"Despite offers of help from Surrey Police to put an end to his behaviour, Reichmann continued to come to our attention every day. His behaviour reached a point where security officers were being verbally threatened and abused each time they challenged him. After looking at evidence, magistrates agreed that an interim ASBO should be put in place."
Surrey Police's Safer Neighbourhood and Anti Social Behaviour teams have been working closely with local businesses to build a case for the interim order, which was granted at South West Surrey Magistrates Court in Guildford last Thursday (31 August).
The terms of the ASBO prevent Reichmann from:
1. Acting or inciting others to behave in a manner either verbally or physically that would cause alarm, harassment or distress to one or more persons not of the same household as himself in the County of Surrey
2. Entering the area defined and outlined and shaded in red at any time except for the area shaded in blue where access is allowed when only attending work in the Foresters Arms Public House
3. From associating in any public area or any public place where the public has access to with Shane Stephens (DOB 05/05/1993) in the County of Surrey.
Inspector Norbury explained: "This successful application is in response to Mr Reichmann's persistent anti-social behaviour and harassment, which has been a nuisance to the public for long enough.
"Despite being offered a great deal of help and support he has continued to act in a way that has made life a misery for the local community. We hope this order will help to maintain peace and order in the locality and protect neighbours and members of the public who should not have to tolerate this type of behaviour."
A full hearing will be held at South West Surrey Magistrates Court on September 27. In the meantime, if anyone sees Karl Reichmann breaking any of his conditions they should contact Surrey Police immediately, as he can be arrested on sight. All information received will be treated confidentially.
